This delay, while impeding advancements in areas like medicine and economic growth, is a necessary safeguard.

 

Pausing AI development may seem drastic, but Barten argues it’s vital if AI continues to progress without robust alignment plans. As AI approaches levels where it could surpass human control, governments must enforce a development pause. Currently, only a few large companies are conducting top-tier AI research, making short-term enforcement feasible with sufficient political will. However, long-term enforcement may become more challenging as technology evolves.

 

Collaborative Solutions for a Safe Future

To address these risks, Barten believes scientists need to deepen their understanding and reach a consensus on AI’s potential dangers. An International Scientific Report on Advanced AI Safety could serve a similar purpose to the Intergovernmental Panel on Climate Change, but for AI risks. Leading scientific journals should publish research on existential AI risks, even speculative ones. Governments must transparently share their AGI strategies, addressing issues like mass unemployment, inequality, and energy consumption.

 

International cooperation is crucial. Barten insists that governments need to establish a shared understanding of AI’s existential risks and develop joint strategies. Practical measures include creating licensing regimes, model evaluations, tracking AI hardware, expanding liability for AI labs, and excluding copyrighted content from AI training datasets. An international AI agency should oversee these efforts.

 

In summary, pausing AI development to mitigate its risks is not just a precaution—it may be necessary. The rapid pace of AI advancements makes predicting future developments challenging, but proactive measures can help mitigate potential dangers. By fostering international collaboration and rigorous scientific inquiry, we can ensure AI’s benefits are realized without compromising human safety.
